How to set a User List field to a User?

Is this possible through rules? When I select the "Set Field Value" rule, then select the User List field, the dropdown appears but the options do not. Hardcoding the name into value doesn't either. Optimally, I'd like to set the field to a specific person on the list based on another field value as this User List field is used as a task participant.

  Tim,

   

  Since User list can be very huge data, the control does a lazy loading of user only when it is required and because of this when the set value rules get executed the dropdown is still empty and html behavior doesn't accept the value set.

  We will check on possible way to achieve this and let you know.

  Tim,

   

  You can defined a Control level Rule with condition -> UserLists is Blank and sent value using Set Value action.

  note: check Execute Rule on Form load also.
