How to assign the URL on Submit as one of two possible values?

I need to assign the URL on Submit to a form depending on whether the next form has recently been used or not, as a way to manage a workload between multiple users. How can I variabilize the value of the URL on Submit? I tried using the form variables and they appear to be blank or empty when I test the application. Please help as this is urgent.

  I have not seen this feature. If you have already found a way to identify if next form is used or not may be try to have a custom button in which you can redirector you can create a separate hosted HTML page which will accept this URL and then just reopen the required form.
