how to hide a comment box in task form based on the task participant group?

  You could potentially add a hidden form field and store the "Assigned Participant Groups" (App Data/System Data) in this field as the default value. Then you could add a rule on your comment box to hide itself when this hidden field value string contains the particular group name.

  I agree with Shane's approach. That is the commonly used approach for these type of requirements.
