Vertical swimlane never given green indicator

Adding a new vertical swimlane to the template, but I am not receiving go ahead green indicator on canvas.

  This is tricky.  You not only have to drag the swimlane passed the right edge of the swimlane that you want to move it to, but you also have to drop it when your mouse pointer is in the section header.
